What is missing on your map is the closure of the Camarillo State Hospital which provided one of the most spacious and lovely care facilities in the state for those with recognized mental impairments.

Potential crazed gunmen who will get guns no matter what restrictions are in place as what happened in Newton, hopefully they would be identified pre-emptively and compassionately incarcerated were places like Camarillo still on the map

The de-institutionalization of those with material mental compromises which can be a threat to both selves and others needs to be re-examined and these prior institutional settings must be re-opened with all appropriate and modern safeguards for the benefit of all.
